Work Location – The geographic region is the Greater Toronto Area

The consultant will use only client’s development and testing environments, but will have the option to work 2-3 days a week or every other week at off-site locations, as agreed with the project’s manager.

The consultant(s) will be required to attend meetings at client and client locations in the downtown area of Toronto when necessary and as scheduled. Such meetings will be scheduled to take place during the days consultant(s) work on-site at client premises.

SKILL REQUIREMENTS

1) Mandatory General Skills:
• Experience in systems analysis, development, design, testing and implementation at the specified level of proficiency
• Experience in structured methodologies for the design, development, implementation and maintenance of applications
• Experience with relational data base technologies
• Experience in the use of development tools and Computer Aided Software Engineering (CASE) tools
• Experience in one or more programming languages
• Experience with one or more communications protocols
• Experience in the use of information retrieval packages
• Awareness of emerging IT trends and directions
• Excellent analytical, problem solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills
• A team player with a track record for meeting strict deadlines

2) Desirable General Skills:
• Knowledge and experience in Rapid Application Development (RAD) methodologies
• Demonstrated knowledge and experience with middleware and gateways
• Demonstrated ability to create user guides and technical documentation

• Demonstrated requirements gathering and design skills in the area of Workflow/Case Management Systems
• Expertise in FileMaker-8 tools set and the interfacing plug-ins and MS Office tools in a Windows2003 VMware shared utility environment for development, user acceptance testing and production configurations including remote connecting set-ups using RAS/VPN over DSL, cable modem or dialup connections.
• Expert knowledge in FileMaker-8 / Citrix / Calendar-interfacing methods / msOffice tools-set including Outlook interfacing / EzXslt / eBlaster & Mass-mailing interfacing.
• Demonstrated knowledge and experience in government ministries/agencies Case Management Systems designing / development / implementation / enhancements / support using the environments/tools-set mentioned above.

BACKGROUND INFORMATION

The Application Services Division of the (client)... (ETC) is responsible for the development and support of production application systems for the various Ministries and Program Areas of the Cluster.

Three Offices within the Ministry of Labour (MOL): the Office of the Employer Advisor (OEA), the Pay Equity Office (PEO), and the Grievance Settlement Board (GSB), currently have Case Management applications, which were built using FileMaker-6 as its database platform. These applications and the data have been upgraded and migrated over to a redeveloped FileMaker ver-8 based environment running on Windows2003.

The Office of the Employer Advisor (OEA) helps Ontario employers to manage their workplace safety and insurance costs, providing expert advice, representation and education. This application facilitates the work of OEA and it’s field offices across Ontario.

The Grievance Settlement Board (GSB) is an independent, adjudicative tribunal that provides dispute resolution services to certain management and excluded members of Ontario's public service and their employers.

The Pay Equity Office (PEO) is responsible for implementing and enforcing the Pay Equity Act, in investigating, mediating and resolving complaints under the Act. The PEO also provides programs and services to help employers, employees, and bargaining agents understand and comply with the Act.

Using MetaFrame XP client interfacing, most of the users were accessing the FileMaker-6 systems through a Citrix MetaFrame XP Presentation Server hosted together with the FileMaker Pro client software on it. Some of the users connect using RAS/VPN over DSL, cable modem or dialup connections. The redeveloped FileMaker-8 systems have been implemented without the Citrix presentation layer.

CLIENT’S REQUIREMENTS

Maintenance & Support Requirements:
The Case Management Applications for the three Offices within MOL have identified an ongoing need for maintenance and support in the following specific areas:

New Modules: Designing, developing, testing and implementing new integrated modules based on business and management needs. This would include: knowledge base; stand-alone case information notes creation with the scope to updating the database server on the next online interface; an interface with MS SharePoint; etc.

Reports: Providing additional reporting capability to meet business and management requirements; utilizing the tab tools in the development of the reports in enhanced ways.

Mass Mailing: Enhancements or new provisions in providing eblast capabilities.

Letter Generation: Applying EzXslt tools usage for efficient letter generation capability.

Custom menus: Enhancing or implementing the new menu system features to provide a more user-friendly customized menu interface with access-level and security controls for varying user roles in the application usage as reaquired for the client.

Sending to Excel: Incorporating the new features to send data from FileMaker in Excel format, for efficient usage in reporting FileMaker data to create graphs, for example.

Sending Email: Enhancing or implementing the FileMaker-8 features to send emails to clients from the application’s modules, with a record of the email stored within the application’s database, while at the same time the emails appearing in the staff member’s Send Mail Box of Outlook, as specified by the client.

Documentation and Training: Creating and/or updating user guides and technical documentations and providing training where required.

The scope of work will include:

o Identifying the OEA, GSB & PEO FileMaker systems enhancements/customization requirements
o Creating specifications to develop solutions to meet the requirements
o Developing, testing and deploying the solutions making use of the new FileMaker-8 features/tools to provide a more efficient system for the users.
o Providing opeational support to the ETC technical staff when consulted for resolving problems.

In providing the requested services, the resource will be required to:
o Analyze the requirements and arrive at solutions that incorporate ETC standards, tools and features, and integrate them with the above applications as well as ensure that for distinct usage, duplicate functionality is not developed where common utilities already exist among these applications.

o Provide a project plan in MS Project to cover the deliverables based on the requirements included in this document, including the estimated time required from ETC’s technical, systems and business users to support the proposed plan.

o Report weekly on status and projected plans for the following weeks that conform to existing ETC standards (including identified and approved changes to the schedule where necessary), as well as consistently update ETC’s activity reporting system until the project closeout.

o Prepare for review and approval the proposed format, content and distribution for each deliverable. Submit deliverables on schedule as agreed in the approved work plan. The Vendor may be required to conduct walkthroughs for specific deliverables to facilitate ETC/AS and MOL review and approvals.

o Obtain written approval from ETC/AS if any changes to requirements are necessary, or if need arises, based on review findings, to make revisions to deliverables. Change management and quality control will be followed as per ETC/AS standards.

o Develop, unit test, system test and deliver the applications and associated database as specified in the requirements documentation.

o Set-up and support user acceptance testing (UAT) and field-testing as required.

o Ensure that the systems delivered will perform within the current response times exhibited in today’s versions of the software.

o Establish or update user manuals and technical documentations for System Administration & Operational Procedures, including back up and restore procedures, in ETC/AS standard documentation formats.

o Describe the required (current and/or future) facilities, environment, hardware, software, terms of licenses, version numbers, etc. used in the development, implementation and maintenance of the delivered product.

o Provide or update technical documentation relating to the best practices of deploying FileMaker application in FileMaker Server and Citrix environment.

o Deliver all source code and utilities created, including the property rights to all work done in conjunction with this assignment. Source code must be ready to be moved into ETC’s Library Management System.

o Provide hands on user training to a selected group of end users on the new features of each of the systems, to the point that they would be in turn able to train others.
